Bob Gilson

Bob Gilson is a Program Management Analyst with DoD Defense Manpower Data Center (DMDC), Personal Identity Protection Solutions (PIPS) Division developing new applications for the Common Access Identification Card (CAC/PIV) Program. He has recently completed several large scale HSPD 12 CAC/PIV Contactless Pilots, is currently developing the CONOPS for the stored value wallet CAC application to replace all OCONUS Treasury CASH card products and is working with the Navy on an innovative person tracking and mustering program utilizing biometrics, dual interface chip technology and traditional barcodes. He additionally works with cross-Federal technology development groups supporting Identity management and HSPD 12 related programs. He is also currently spearheading a metro CAC application, supporting DoD on various national and international standards organizations and is the primary coordinator for current and future Navy DBIDS CONUS implementations.

Prior to joining DMDC, Mr. Gilson worked for Xansa, an international management company, as a senior consultant where he served as the U.S. Program Manager for the NY Clearinghouse joint CHEBA financially related cross-border money transfer project with the European Banking Association.

Mr. Gilson has over 25 years of e-commerce technology and financial services management experience, including managing the Convergence Group of Delaware that provided executive consulting services to financial institution and pharmaceutical clients in the U.S., Canada and the U.K.; serving as Executive Director for the Smart Card Forum; and managing the technical design and marketing launch of a smart card based cause marketing loyalty and electronic purse project in Utah.

As an experienced electronic banking executive, Mr. Gilson was with Merchants National Bank of Indianapolis, IN for over 17 years, managing the electronic banking division that included an extensive merchant portfolio and the multi-state/DoD world-wide Green Machine ATM, electronic banking, credit union and POS Network.

He served on the Cirrus National ATM System Operations Committee as a founding member for over ten years and on the Cirrus Rules Executive Committee for 5 years. Mr. Gilson is retired from the US Air Force and holds an MBA with a BA in computer systems from the University of West Florida.
