Outstanding Smart Card Achievement Awards
The Smart Card Alliance announced the 2008 awards for “Outstanding Smart Card Achievement” (OSCA) in the U.S. and Latin American smart card industry on May 12th, during the Smart Card Alliance Annual Conference and CTST 2008 The Americas Conference and Exhibition in Orlando, Florida.
Outstanding Issuing Organization

Winner of the Outstanding Issuing Organization award
The Outstanding Issuing Organization award went to the U.S. General Services Administration (GSA) for its role in implementing the Federal government’s Personal Identity Verification (PIV) card program–a common, governmentwide credential for both physical access control and information security that is being issued to all Federal government employees and subcontractors. GSA is the largest contracted issuer of HSPD-12 and FIPS 201-1 compliant services, including personalizing and issuing PIV cards for more than 65 Federal agencies and departments. It is fully vetted by the Office of Management and Budget (Office of the President) as well as providing services under the GSA Approved Products List. GSA MSO is the executive agent responsible for administering and coordinating the USAccess program and provides the project, acquisition and financial management necessary to help participating agencies utilize the USAccess service. The USAccess Program was established by GSA in response to Homeland Security Presidential Directive-12 (HSPD-12).
GSA has been a leader in promoting smart card technology to the federal government for more than a decade and has been very active in the Alliance and other industry forums, including the Alliance Physical Access Council as well as the InterAgency Advisory Board and the Federal Identity Credentialing Committee that oversees the GSA Approved Products List for FIPS 201-1 implementations. The GSA also operates the web site http://www.smart.gov, a forum for information on smart cards.
Outstanding Supplier Organization

Winner of the Outstanding Supplier Organization award
The Outstanding Supplier Organization award went to Oberthur Technologies, a leading provider of smart cards and related services worldwide. The company has demonstrated leadership in several sectors of the North American smart card market, particularly contactless payment cards and the U.S. Federal government’s PIV card program. Oberthur is actively involved in contactless development, not only in the payment market, but also in the fields of identity and transit, and has dedicated investment through the production process: chip, antenna and card shape evolution.
The Oberthur team has played a very active role in promoting smart card technology and contributing to the industry, including providing contactless payment fobs to use at concession stands for the movie premiere of the Bourne Ultimatum. In the Alliance, Oberthur employees have served as executive committee members, members of the Contactless Payment Council, Transportation Council and Physical Access Council, chairperson of the Consumer Awareness Work Group, members of the Educational Institute, and today serve on the current board of directors. Oberthur is a long-standing Leadership Council member and a founding partner of the Smart Card Alliance Latin American Chapter.
Individual Leadership Award

The Individual Leadership Award went to Gilles Lisimaque, partner, Identification Technology Partners, Inc. Lisimaque was a true pioneer in microprocessor smart cards 20 years ago and today continues to extend his significant record of accomplishment and leadership in the industry and with the Smart Card Alliance. Lisimaque was one of the six founders of Gemplus International, now Gemalto, and in 1989 brought the smart card business to the United States as the first president of Gemplus, North America. Lisimaque holds multiple patents on smart card security and smart card OS design and has held high-level seats with numerous smart card and security forums, associations and standards bodies including AFNOR, ANSI, ISO and ISTPA (International Security, Trust and Privacy).
He was the architect of SGS-Thomson’s family of smart card components in the 1980s, helped develop the first chip operating system for smart cards, and contributed actively to the ISO 7816 standard, which remains the backbone of the contact smart card industry worldwide. More recently he has been a main contributor to the smart card concepts of the Department of Defense Common Access Card (CAC) program, the Department of Commerce HSPD-12 program and the Department of Homeland Security Transportation Worker Identification Credential (TWIC) program.
His industry organization contributions include: Board member of the Smart card Alliance from 1996 through 2004; Chairman and Founder of the Smart Card Alliance Education Institute; Chair of the Smart Card Alliance Technology Committee; and Chair of the Smart Card Alliance FIPS 140 Task Force. Mr. Lisimaque has had a sustained and significant history of accomplishment to the smart card industry for over 20 years.

The Smart Card Achievement in Latin America award went to TIM Brasil, a mobile GSM company. TIM has been promoting the use of smart card technology for years. TIM has developed innovative solutions which use smart cards with digital certification and fingerprint match-on-card technology in order to guarantee strong authentication features in internal applications of the company. The system will be widely used in both client server and Intranet critical applications. The system has a high level of complexity since it is integrated with several existing systems of the company. TIM has been taking part in several technical councils of the market with hopes of spreading the smart card technology in different levels and applications.
2008 OSCA Runner Up and Honorable Mention Candidates
For the first time this year, the Alliance also recognized First Runner Up and Honorable Mention candidates.
The Outstanding Issuer Organization Runner Up was Philadelphia’s PATCO (Port Authority Transit Corporation) for its FREEDOM card, a contactless fare payment program. Another transit operator, the Boston MBTA (Massachusetts Bay Transportation Authority) received Honorable Mention for its Charlie Card contactless program.
The Outstanding Supplier Organization Runner Up was INSIDE Contactless, a leading supplier of contactless components. Honorable Mention went to HID Global, for its work in enabling hybrid physical and logical access control implementations.
For Smart Card Achievement in Latin America, the Runner Up was Banrisul, the largest bank in Southern Brazil and the first bank in Latin America to implement a full-grade EMV program. Certisign received Honorable Mention for its smart card-based PKI solutions.
Individual Leadership Award Runner Up recognition went posthumously to Peter Uehlecke, formerly the market development manager for STMicroelectronics, in fond memory and as a tribute to his many years of contributions to the smart card industry.
Judging Panel
A distinguished panel representing practitioners, technology providers and media, all with extensive smart card technology experience and industry visibility, selected the award winners. The jury evaluated all qualified OSCA applications and scored them according to the award criteria and eligibility rules.
Participating on the jury for the 2008 OSCA U.S. awards were Iana Bohmer, Northrop Grumman; Chris Corum, Avisian Publications; Willy Dommen, Booz Allen Hamilton; Kevin Gillick, GlobalPlatform; Gary Glickman, Imadgen; Neville Pattinson, Gemalto; and David Temoshok, GSA.
