OSCA Awards

The Smart Card Alliance presented its OSCA awards on October 19th for outstanding individual and organization achievement in the smart card industry for North America.

The recipient of the Outstanding Individual OSCA award was Dan Cunningham , the co-founder and CEO of Raak Technologies. For more than 20 years, Cunningham has shown leadership, vision, support and commitment to the smart card industry in North America. Dan formerly held the position of president and CEO of Gemplus Card International Corp. and was a founding member and director of the Smart Card Alliance, Smart Card Industry Association (SCIA), the WLAN Smart Card Consortium and the Austin Wireless Alliance Steering Committee. Dan's work in these multi-industry bodies and companies helped shape the industry during its formative years and that work continues today.

The Outstanding End User Organization award was presented to the Defense Manpower Data Center (DMDC) for creating and implementing the Department of Defense (DoD) Common Access Card (CAC) program. They have issued 5.5 million smart cards since the program's inception and currently there are over 3 million CACs in circulation. The DMDC team boosted the smart card industry through extensive efforts to communicate with other departments and agencies of the federal government, sharing ideas, lessons learned and solutions. These efforts played an important role in creating a consensus approach that spread to other government smart card ID programs, culminating in an effort to create a common ID card throughout the federal government that became official government policy recently with President Bush's signing of the recent Homeland Security Presidential Directive 12.

The Outstanding Supplier Organization award went to Axalto, which has proven its leadership in the smart card industry both through market success and extensive support of the industry. Axalto is a major supplier to the DMDC as well as other federal government and commercial card programs in North America. Axalto executives are at the forefront of smart card advocacy efforts in Washington, D.C., leading or contributing to numerous published reports and actively participating in and sponsoring industry conferences that deal with secure identification technology and applications. Axalto was recently selected as one of the vendors to supply its technology to the Department of State e-passport trials.

The awards judges consisted of North American industry leaders along with individuals from the analyst and media communities: Phil Becker, Digital ID World ; Ernest Berger, Gemplus; Brad Grimes, Washington Technology ; John Gould, TowerGroup; Steve Hunt, Forrester; Bryan Ichikawa, Unisys; Klaus Peter Kungl, IBM; Eric Lundquist, eWeek ; Zachary Martin, ID Newswire ; and Karthik Nagarajan, Frost & Sullivan.

Council Report

The Smart Card Alliance is forming Technology and Market Councils as a way to accelerate the adoption of smart cards and attract new members. By providing increased focus to Alliance activities, these member-driven initiatives are intended to increase the organization’s ability to effect change in the market.

The Smart Card Alliance is now soliciting member interest to form initial councils . Any member or group of members can propose the formation of one or more councils focused on specific areas of interest. We have already had initial interest in forming a Physical Access Council, a Transit Council and an Identity and Credentialing Council. Other potential councils include:  RFID, IT security, biometrics, health card, payment and entertainment.

Task Force Report

Secure Personal ID Task Force
• The Secure Personal ID Task Force has completed its new report, "Logical Access Security: The Role of Smart Cards in Strong Authentication." The new report provides an excellent tutorial on the need for strong authentication and the benefits that smart card technology delivers to improve logical access security. The report includes discussion of:

  • The drivers for stronger authentication.
  • Different authentication technologies used today - passwords, PKI, biometrics, soft tokens and smart cards.
  • The key considerations that should be taken into account when implementing stronger authentication for logical access.
  • The benefits that smart card technology provides for secure logical access.
  • The support that Microsoft Windows and Linux operating systems provide for smart cards.
  • The business case for using smart cards for logical access.  

Lead Task Force contributors included representatives from Axalto, CardLogix, Datakey, Gemplus, Honeywell Access Systems (OmniTek), IBM, Identix, Litronic/SAFLink, Lockheed Martin, MartSoft Corporation, Northrop Grumman Information Technology, SCM Microsystems, Smart Commerce, Inc., Sun Microsystems, VeriSign, and XTec, Incorporated. The report is available on the members-only web site and from the Alliance online store for non-members.

• We had an in-person Task Force meeting at the Alliance Annual Conference on Tuesday, October 19, to discuss possible next projects. A list of possible projects has been distributed to the Task Force. If you'd like to suggest a new project, please send it to Cathy Medich by October 29.

Terminal and eTransaction Infrastructure Task Force
The Terminal and eTransaction Infrastructure Task Force is currently working on its next project - a report on consumer payment with mobile devices. This report will discuss the trends in consumer payment using mobile devices (e.g., mobile phones, PDAs), provide a tutorial on the different technologies and approaches being used, and discuss the role of smart cards in enabling secure payment.
